There are several very good resources available. The first are two video produced by http://onthatpoint.com/. These videos have extensive teaching resources and a thorough written adjudication included. They can be ordered online for $30 USD.

You should also look at the Oxford Union Schools Competition Page at http://www.oxfordschools.org.uk/debating.htm.There are several very good documents, but in particular, download the document written by Andy Kidd, and also the “Intro to BP Info Sheet”.
